Reasons For Being
Preamble:
We, the students of Arkansas Tech University, do hereby establish this constitution for the administration of the Student Nurses’ Association (S.N.A.).
ARTICLE I: PURPOSE
Section 1: The name of this organization shall be the Arkansas Tech University Student Nurses’ Association (ATU SNA).
Section 2: The purpose of the Student Nurses’ Association shall be to create a community which serves the nursing student through social and service activities. The goals of the Student Nurses’ Association are to develop a support system for nursing students through social and service activities that are enjoyable and educational, and to create a link with other student nurses’ organizations.
ARTICLE II: GOVERNMENT
Section 1: This constitution together with its amendments and by-law shall serve as the guidelines for this organization and shall be known as the Student Nurses’ Association Constitution.
ARTICLE III: MEMBERSHIP
Section 1: Membership shall be open to all interested Arkansas Tech University students. Prospective members may join at any regular business meeting during the school year or by sending in the required dues to the treasurer or executive committee member.
Section 2: There will be two faculty advisors, each serving a two year term, with each advisor’s term expiring in alternate years. The new faculty advisor will be chosen by majority vote of the Association members at the first called Student Nurses’ Association of the fall semester.
Section 3: Alumni members shall be those former active members who have graduated from Arkansas Tech University.
Section 4: Honorary members shall be those members accepted by the club for the outstanding personal and professional achievement in the field of nursing -- private or public—or their contact with the Nursing Department of Arkansas Tech University.
Section 5: Any member of the Student Nurses’ Association may attend committee meetings whether or not a member of that committee.
ARTICLE IV: THE EXECUTIVE COMMITTEE
Section 1: There shall be an Executive Committee
Section 2: The Executive Committee shall consist of the student organization President, Vice-President, Secretary, Co-Secretary, Treasurer, Co-Treasurer, Parliamentarian, and Historian. Levels I-IV will have a representative on the Executive Committee. The level representatives cannot be currently serving in an executive office.
Section 3: The Executive Committee shall act in an advisory capacity to the Student Nurses’ Association. It shall meet as needed while classes are in session with the faculty advisor to the Student Nurses’ Association.
Section 4: In the absence of the President, the Vice-President will reside over all Executive Committee and student organization meetings.
Section 5: The Executive meeting shall be called by the President with three members constituting a quorum.
Section 6: The Executive Committee will be held responsible for all directing of activities of the Student Nurses’ Association.
Section 7: Minutes of the Executive Committee shall be recorded and kept in the permanent file in the office of the secretary for the Department of Nursing, and one copy shall be retained by the Student Nurses’ Association Secretary.
ARTICLE V: OFFICERS
Section 1: The nomination of officers shall be
held in the first called meeting of the fall and spring semester
as designated by the Executive Committee. Beginning with the Spring 2000
semester, the election of the President
will be held on first meeting in April. Nomination will take
place previous to the election. A special election may be called by the
Executive Committee at any time if needed.
Section 2: Nomination for any office in the Student Nurses’ Association shall take place prior to the election.
Section 3: All officers will be elected by secret ballot.
Section 4: The Student Nurses’ Association shall have the power by majority vote to declare any office vacant due to negligence or recurrent absences by any officer who fails to administer assigned duties.
Section 5: Other officers may be appointed from the general membership of the club.
Section 6: Beginning with the 1995-1996 slate of Executive Officers, the Vice-President shall assume the role of President during the last Student Nurses’ Association meeting prior to graduation, and will hold that office through the summer and until the next fall’s elections are held. Beginning with the 1996-1997 fall term elections, and yearly thereafter, a member of the previous year’s Executive Committee shall be elected to the office of President to assure a smooth transition and continuity of functioning within the Student Nurses’ Association.
ARTICLE VI: DUTIES OF THE OFFICERS
Section 1: The President shall preside at all meeting of the Student Nurses’ Association and Executive Committee; appoint such committees as may be provided in the Constitution or by-laws, or by vote of the membership; be responsible for directing all club programs and reports; and coordinating of all activities aimed at improvement of the organization. The President must be a Level III or IV student.
Section 2: The Vice-President shall coordinate all committee meeting and maintain liaison between organization members and the Executive Committee. The Vice-President must be a Level I or II student.
Section 3: The Secretary should take minutes of the regular meetings and the meeting of the Executive Committee, and should accumulate minutes of all ad-hoc committees. The minutes of each regular meeting should be read at the next regular meeting. The Secretary should keep roll of all members present at each business meeting, and a standing membership roster. One copy of the minutes of regular meetings will placed in the permanent file in the office of the secretary for the Department of Nursing, and one copy shall be retained by the Student Nurses’ Association Secretary
Section 4: The Treasurer is responsible for all of the Association’s finances. His/her duties consist of collection of all dues, approving and paying all appropriated expenditures, and accounting to the membership at each meeting as to the clubs’ reports at Student Nurses’ Association meetings of any and all expenditures, income, and balance of the Student Nurses’ Association fund. These reports shall be filed by the Secretary in the permanent Association files. He/she shall be prepared to present the accounts for inspection upon request of any member of the Student Nurses’ Association prior to the expiration of his/her term of office, including an exact record of all expenditures made and income received during his/her term of office. At this time the newly elected Treasurer’s records shall begin. This report shall be filed by the Secretary in the permanent Student Nurses’ Association files. An officer may serve as temporary treasurer through the summer.
Section 5: The Parliamentarian shall set the rules of conduct at each meeting.
Section 6: Additional duties may be required of each officer according to the Constitution, the by-laws, or by vote of the club.
ARTICLE VII: STANDING COMMITTEES AND COMMITTEES’ FUNCTIONS
Section 1: During the second meeting of the fall semester, election of the Fundraising Committee shall be held. The Committee shall be composed of five members with one chairperson. The function of this committee is to provide ideas for fundraising activities to the open Student Nurses’Association meeting.
Section 2: During the second meeting of the fall semester election of the Program Committee shall be held. The Committee shall be composed of five members with one chairperson. The function of this committee is to provide programs to promote nursing education.
ARTICLE VIII: ORGANIZATION AND PROCEDURE
Section 1: The club year shall be from semester to semester.
Section 2: The regular meetings of the club may be held bi-monthly on a day and time determined by the Student Nurses’ Association.
Section 3: Special meetings of the Student Nurses’ Association may be called by the President at his/her discretion or when requested in writing by five members of the Student Nurses’ Association.
Section 4: Forty percent of the members shall constitute a quorum.
Section 5: The order of business for a regular meeting shall be as follows: meeting called to order; reading of the minutes of previous meeting; financial report; discussion of new business; presentation of program; and adjournment.
ARTICLE IX: REVISION OF CONSTITUTION AND BY-LAWS
Section 1: Any general member can propose changes to the by-laws and constitution.
Section 2: Proposals must be written and submitted to the Executive Committee or a member of the Executive Committee.
Section 3: The Executive Committee will review the proposal to ensure it does not conflict with the State Constitution.
Section 4: The proposal will be posted for general membership for a period of one week.
Section 5: During the general meeting, the proposal shall be brought to the floor and will be adopted if passed by a two-third majority vote.

BY-LAWS
I. Membership in the Student Nurses’ Association is required for all officers. Membership for one full semester prior to being an officer is not required.
II. Dues shall be required of each member. Dues shall be five dollars ($5.00) per year to be paid on joining the Student Nurses’ Association, ($2.50 per semester).
III. Student Nurses’ Association shall oversee the taking of the Nursing Department Senior graduation pictures.

October Minutes
10-4-06
The October meeting of SNA was called to order by President Mitch Garrett in Room 300A of the Pendergraft Library.
Race for the Cure was discussed. Participants are to pay SNA back $5.00 each for the extra enrollment paid by SNA. Monies are to be given to Mrs. Bosold or Michele Hudnall by Wednesday. Arrangements are to meet at the Dean parking lot at 5:45 a.m. on Saturday, October 7, and the participants will carpool, leaving no later than 6 a.m.
Ideas for community service were discussed including:
-Make A Wish Foundation
-Big Brothers/Big Sisters
-Senior Center
-Special Olympics
-Women’s Shelter
-Dardanelle Free Clinic
Document hours participating in community service for SNA points.
Also discussed was the idea of participating in the Adopt-A-Highway program for SNA as a group. No motion was made on this at this time.
A meeting of the Fundraiser committee has been set for Wednesday, October 11, at noon.

September Minutes
9-13-06
The September meeting of SNA was called to order by Vice President Michele Hudnal in Room 300A of Pendergraft Library.
Guest speaker Richard Staggs, a 1988 graduate of the ATU Nursing Program, shared information about his career experiences, contributions during Hurricane Katrina, and his schooling as an APN.
A motion was made and seconded to pay SNA back $200 for overage on Race for the Cure enrollment. A meeting for participants was scheduled for Monday in the courtyard at 12 noon to discuss fundraiser.
A discussion pursued regarding updating the constitution to provide for officers to be voted in each semester. These changes allow for continuity since the program has become duel enrollment. Motion was made, seconded, and passed.
Two designs for SNA Race for the Cure T-shirts were presented. The majority of the student body elected to combine the two designs.
No other business was brought up and the meeting was adjourned.
August 23, 2006
The August 23, 2006 meeting of the Student Nurses Association was called to order by Mitch Garrett at 12:00 noon. The meeting was attended by students from all levels of the nursing program and guests included freshmen and sophomore students interested in the nursing program. A brief introduction into SNA was made including projects supported (Relay for Life, Race for the Cure, sponsoring a family during the holidays, Special Olympics, food pantries, etc.), and how to earn SNA points. (See Student Handbook for details.)
New business:
Dues is due for the 2006-2007 school year. Dues remains at $5.00.
There was discussion regarding representation for each class level. A committee was formed in order to explore resolution to these issues. It was determined that changes could not be instituted for the current semester. A motion was made, seconded, and carried to form such a committee. Nominations were made and election results were as follows:

Committees were discussed. Sign up sheets are to be posted on the SNA bulletin board. When committees are formed meeting times will be announced and chairpersons will be chosen at first committee meeting. Welfare and Curriculum committees meet with faculty. Welfare committee will include Janet Gray and Lisa Johnson; Curriculum will include Cenia Sojka and Gwyn Watson. Other committees include Pinning, Fundraiser, and Caretaker.
Treasurers were to meet with Ms. Coleman after this meeting adjourned. Officers and Committee Chairs will meet Wednesday, August 30, 2006 at noon.
